[Feature Request] Add support for new Sonnet 3.5 8k output token limit

Anthropic recently added an 8K output token limit for Sonnet 3.5. See [x.com](Twitter Post) for details. To get access a special header in the API-call needs to be set. It would be great to use this in cody. We could get much larger answers and code without interruption.
